*Wassenaar critics settle in for a long slog*

When the Obama administration promised in February to seek revisions to a
2013 agreement restricting international sales of cybersecurity products,
it handed an unlikely victory to the pact's opponents.

But now the sense of triumph among cybersecurity firms and security
researchers may yield to a compromise that leaves many of the Wassenaar
Arrangement's restrictions in place - perhaps setting the stage for the
battle to flare up again. That all depends on the outcome of talks,
starting in April, that federal officials initially said would never
happen. And some of Wassenaar's harshest critics are pessimistic.

But the about-face wasn't total. The U.S will seek removal this year of one
of the three export controls Wassenaar imposed - the "technology" control,
which imposes the heaviest restrictions on information sharing. But it will
negotiate for the revision, not the elimination, of the agreement's
"software" and "hardware" controls.

Sources say the State Department has been unwilling to take industry's
position that the best solution is deleting the cybersecurity export
controls entirely from Wassenaar, despite the urging of counterparts at the
departments of Commerce and Homeland Security.
